fix(config): Keep watching a file after an invalid config

- Ignore a config file that fails to parse or validate with a warning, keeping the last config and the watch, as an empty file already is; an invalid config is never treated as a delete.
- Expect the update after an invalid config within half the retry period, which a restarted watcher would miss.
