Guard complex members with a macro owned by ufcx.h (#927)

* Guard complex members with a macro owned by ufcx.h

ufcx.h defined __STDC_NO_COMPLEX__ for MSVC in C++ mode and undefined it
at the end, so the guard in generated code (#917) saw it undefined and
initialised members the struct lacked. Define UFCX_NO_COMPLEX instead and
keep it defined.

* Note why clang-cl keeps the complex members

* Treat every MSVC-compatible compiler as lacking complex kernels

Matches DOLFINx, which drops complex kernels for CMake's MSVC including
clang-cl, and FFCx's JIT, which strips them on Windows.

* Compile the C++ inclusion test with cffi's compiler

That is MSVC on Windows, so FFCx's Windows CI covers the real case.

* Compile the generated-code tests with MSVC on Windows

Set up cl.exe before the unit tests and prefer it in both tests, in
place of distutils.

* Include C headers before defining restrict in the C++ test
