Support 'max_quadrature_degree' integral metadata (#912)

Add an upper bound on the quadrature degree that UFL estimates, so that
a form can rely on degree estimation in general while capping it for
expensive integrands:

    dx = ufl.Measure("dx", metadata={"max_quadrature_degree": 4})

The bound applies only to the estimated degree. Setting it together with
an explicit 'quadrature_degree' is contradictory, since the bound would
then have no effect, and is rejected; a negative bound is also rejected.

The key name matches the one used in Firedrake (firedrakeproject/
firedrake#4989), which motivated the request.

For a P2 mass matrix on a triangle (estimated degree 4, 6 points), a
bound of 2 gives 3 points and a bound of 1 gives 1 point, while a bound
of 10 leaves the rule unchanged.
