fix: only count client-caused auth failures towards the auth_error CB (#1240)

Failing to fetch secrets (auth_query errors, the get_secrets circuit
breaker) and JIT API failures were recorded as auth_error failures for
the client IP, turning upstream outages into a cluster-wide 120s block.
