Guard the complex kernel members in generated code (#917)

`ufcx.h` declares `tabulate_tensor_complex64` and
`tabulate_tensor_complex128` only when the compiler supports C99
complex, but the generated code initialised them unconditionally. Any
compiler that defines `__STDC_NO_COMPLEX__`, MSVC among them, then
rejects the generated source:

    error: field designator 'tabulate_tensor_complex64' does not refer
    to any field in type 'ufcx_integral'

There was a `sys.platform` check for this, but it tested the platform
the code was *generated* on, not the one it is compiled on. Generated
code is routinely built somewhere other than where it was produced, and
the check also made the output host-dependent for no good reason.

Guard the initialisers with `#ifndef __STDC_NO_COMPLEX__`, matching how
the header declares the members, and drop the generation-time check.

Found while adding a minimal CMake + C example (#711), whose generated
kernel could not otherwise be compiled by MSVC.
