Update the README badges and the note on PyScaffold

Drop the Hatch badge: PR #156 swapped it in for the setuptools badge,
but the project only uses hatchling as its build backend and is managed
with uv and tox, which the uv badge already shows. The RTD badge showed
PyScaffold's docs build instead of ours.

The closing note described ConfigUpdater as mainly developed for
PyScaffold. Say instead that it started out there and has since become
a tool in its own right, in the README and the docs index.
