fix: validate the persona the same way from every source (#411)

* fix(cli): validate the persona the same way from every source

serve() only validated the persona when it came from --persona, and only
against the four built-in personas. A persona from KUBEFLOW_MCP_PERSONA or
the config file was not checked until create_server(), so a typo ended in a
ValueError traceback, while a valid custom persona from the policy file was
rejected by the flag's click.Choice.

The persona is now resolved once with get_allowed_tools() right after the
sources are merged, and a failure becomes the same usage error the flag gave
before (exit code 2). --persona takes any string, so custom personas work
from the flag as well.

* fix(cli): test the real persona env path and document custom personas

Add a test that sets KUBEFLOW_MCP_PERSONA and goes through the real
load_config(), with no config or policy file, instead of a mocked config.

The README now says that a custom persona from the policy file works from
--persona, KUBEFLOW_MCP_PERSONA and the config file, and that an unknown
persona stops serve with an error.
