FastFlow is no longer a submodule: its headers are looked for in /opt/fastflow and on the include path, and CMake downloads a fixed commit when they are not there

FASTFLOW_ROOT (/opt/fastflow by default) and FF_ROOT in the makefiles point
to the headers; ASTAR_FASTFLOW_COMMIT is the commit downloaded, and the one
the CI tests, and ASTAR_FETCH_FASTFLOW=OFF turns the download off. The
archives of a release thus build without the submodule they would miss.
