Port configparser's fix for quadratic option regex backtracking

The option regexes (`_OPT_TMPL`, `_OPT_NV_TMPL`) start with the very
permissive `(?P<option>.*?)` followed by `\s*`. On a line with many spaces
and no delimiter, the regex engine tries every split of the spaces between
the two, which takes quadratic time: a 16 000-character line took 1.3 s,
a 50 000-character one about 10 s.

CPython fixed this in configparser (gh-146333, backported to its
maintained branches) with negative lookaheads that keep delimiters and
whitespace apart, and Python 3.15 refined it so that whitespace delimiters
split options as before. Port the 3.15 templates. They match the same
option/delimiter/value as the old ones, including multi-word keys and
whitespace delimiters, which the new tests pin down.

tools/stdlib_diff.py did not show this because it only compares methods.
