fix(website): side columns scroll on their own; long tokens no longer widen phone pages

The docs and security side columns were `position: sticky` but taller
than the viewport, so they only moved with the page: their lower entries
were reachable only by scrolling the article towards its end.

- .ax-docs-side, .ax-docs-toc and .ax-sec-side are capped at the viewport
  below the header and scroll independently (overscroll contained, thin
  scrollbar); the stacked small-screen layout is unchanged.
- useKeepActiveInView scrolls the column itself — never the window — so
  the active entry stays visible after a deep link (e.g. #/docs/radius)
  and as the Security page's scroll-spy moves.

Found while checking the new RADIUS page at phone width:

- renderInline scanned backticks before links, so a link whose label
  held code ([`gdpr-compliance.md`](https://…), [Deriving
  `TRUSTED_HOPS`](…)) was cut in two and printed its URL as text. Code
  spans and links are now matched together, leftmost first; code still
  wins over markup inside it.
- Long identifiers (environment variables, routes, test paths in the
  threat explorer's mitigations) had no break opportunity and widened
  oauth2, device-flow, token-exchange, compliance, pki, radius and
  security past 390 px. Inline code and the explorer's prose break with
  overflow-wrap: anywhere, and callout text is a shrinkable flex item.

Every docs page and the Security page now fit 390 px; lint, type-check
and build pass.
