Improve and make documentation tab permanent (#4487)

* Fix old documentation links not working

* Revamp documentation tab to use language settings

* Remove unused constant python docs link

* Add documentation tab to playground

* Add a home button to reset documentation navigation

* Update language directory and remove placeholder types

* Improve tests to ensure documentation changes when language change

* Update introduction for playground with correct documentation link

* Fix height of documentation to be dependent on viewport height
