Correct why the client registry advice uses -g (#2348)

Three comments said that outside a project 'astro config set' without -g
saves nothing (and, in one, still reports success). It does not: on 1.x
and v2 alike it refuses and suggests the -g command. -g is right because
it writes the global config, where an unset or global value is read
from, from anywhere; inside a project the command without it writes the
project's config instead.
