KEP-3562: address review on the SearchAlgorithmService schema

Reject zero enum values and unset oneofs instead of defaulting, add
search_space_exhausted to SuggestResponse so grid search can end early,
and require seeded providers to derive each draw per trial rather than
reseeding on every call.

Rename the package to optimizer.v1alpha1 so it matches its directory
with pkg/apis as the buf module root. The previous package failed
PACKAGE_DIRECTORY_MATCH, so the README claim that it passed buf lint
was wrong.
