Fix "export data version 5" errors on Go 1.27.2 (#53)

* Upgrade golang.org/x/tools to v0.51.0 for Go 1.27.2

Go 1.27.2 writes export data version 5. x/tools v0.49.0 reads only up
to version 4, so package loading fails on Go 1.27.2 with:

    cannot decode "fmt", export data version 5 is greater than maximum
    supported version 4

The GitHub Action builds from golang:latest, which is now Go 1.27.2, so
every action run fails. x/tools v0.50.0 added support for version 5.

The go directive changes from 1.26 to 1.26.0 because x/tools v0.51.0
requires go 1.26.0.

* Test on Go 1.27 in CI

CI tested only on Go 1.26, so it did not catch the export data failure
on Go 1.27.2. Run the unit tests on both Go 1.26 and Go 1.27.

Run the Modver step and send coverage only from the Go 1.27 job, so
each runs once per workflow run.
