Fixed HtmlTokenizer to track the form element pointer

Outside of a <template>, browsers process a </form> end tag by removing
the <form> element that the form element pointer points to from the
stack of open elements without popping the elements above it, and they
ignore a nested <form> start tag. HtmlTokenizer popped everything above
the <form>, so in <form><svg></form><style><img onerror=...></style> it
treated the <style> content as raw text while browsers create an <img>
element, hiding the tag from HtmlToHtml.HtmlTagCallback.

The HTML fuzzing oracle now works around two AngleSharp bugs: it puts
the SVG <style> element in the "special" category, and it ignores
</form> when a <template> element is open.
