Pin primitive parameters whose value never varies as known lost conversions (#1118)

* Keep a primitive parameter whose values can't vary from triggering P1 and P3

A primitive parameter whose points-to sets, unioned over all calling
contexts, hold one fixed value, or a small fixed set whose combinations are
at most four, no longer fails `HAS_PRIMITIVE_PARAMETERS` or makes P3
de-hybridize the function. Constants and tuples of fixed values are fixed;
lists, dictionaries, and program-class objects aren't. The value set counts
as known only if every calling context's points-to set is non-empty and
every call site reaching it can be aligned with the parameter and passes an
argument with a value. `getHasPrimitiveParameter` keeps its meaning; the
rules read the new `getHasRetracingPrimitiveParameter`.

* Pin computed primitive values and the single-value signature input

The analysis gives a computed Python scalar no abstract value (wala/ML#805,
wala/ML#398), so a merged value set keeps only its constant operands. Add
a control in which a loop-incremented counter and a tuple with a computed
element each take six values, and require that both still decline under
`HAS_PRIMITIVE_PARAMETERS`. It fails at the current rule, which reads both
as fixed. Add a sibling of `testSuppliedSignatureKeepsHybrid` that runs its
original input, calling `sig_prim` and `prim` with 3 only, and pin the new
verdict. Refs #1025 and #1109.
