chore(deps): update pre-commit hook astral-sh/ty-pre-commit to v0.0.89 (#855)

* chore(deps): update pre-commit hook astral-sh/ty-pre-commit to v0.0.89

* fix(tests): narrow LogRecord.exc_info by truthiness

ty 0.0.89 vendors a typeshed where LogRecord.exc_info is typed as
`_SysExcInfoType | Literal[False] | None`, so an `is not None` check no
longer narrows it to a subscriptable tuple.
