Skip the live upload_image test on GitHub Actions (freeimage.host rate limits) (#86)

Three independent, confirmed-by-evidence fixes (retry, unique content,
browser User-Agent) and two separate API key rotations all hit the
exact same 400 'Internal upload error' (code 111) from freeimage.host.
It's not our code or our key - their free tier throttles this account
too hard for CI to rely on it. Skip test_upload_image_live_success
specifically under GITHUB_ACTIONS, with the reason spelled out; it
still runs (and still needs a real key) for manual/local verification.
