fix(signals): a guess over a slot another action holds entangles with it (#4123)

Rapid optimistic adds to one list (the board example against a slow
server) showed a row, dropped it, then showed it again. An earlier add's
landing corrects the shared slot (the array, its length) and leaves it
held by that action. A later add's guess over the held slot was opened as
a lane under the holder alone, so the holder's next landing corrected it
and its end reverted it while the later action was still running.

The guess composes on the held value, so it is a second suggestion for
the slot (A34 (1)): its frame now merges with the holder, as a re-asked
guess on a lane's node already did, and it lasts until its own action
settles (F-11).
