Commit Message

Default the DAG integrity test's exceptions to empty when the file is missing (#2324)

test_file_imports only assigned exceptions inside the os.path.exists
branch, so a project without .astro/dag_integrity_exceptions.txt failed
every case with UnboundLocalError instead of running the check.

Carries forward the fix from #1661, which targeted the pre-split path.
