Make Codex CI tests observe the intended mock turns

The capacity retry test could read the assistant response before the mock emitted its terminal Stop event, then assert the pane state while it was still busy. Wait for the terminal hook and the Ready state.

The natural MCP surface test selected the Codex backend without selecting its configured mock account. Bind both requests to that account so the test exercises the intended fixture.
