Give the notebook tests enough static TLS headroom (#397) (#400)

* Give the notebook tests enough static TLS headroom

Since qiskit 2.6.0 reached PyPI, the notebook job fails on Linux before any
cell runs. integrate_fulqrum.ipynb and integrate_sbd.ipynb both raise
"cannot allocate memory in static TLS block", naming qiskit's own
_accelerate.abi3.so in one and a bundled libgomp in the other. macOS is
unaffected, and the py env passes because it installs neither Aer nor
sbd-eigensolver.

glibc sizes the per-thread TLS block at startup and keeps only a small
surplus for libraries dlopen'ed later that need initial-exec TLS. Every
Python extension module arrives that way, so they all compete for that one
surplus, and the library that fails is whichever asks last rather than
whichever took the space. qiskit 2.6.0's _accelerate grew from 736 to 1544
bytes of it, leaving too little for the next extension in the import order.

The growth is matrixmultiply 0.3.11 enabling its AVX-512 kernels, which
quadruple one thread-local scratch buffer. That path is gated on
rustc >= 1.89 and 2.6.0 also raised its MSRV from 1.87 to exactly that, so
neither bump alone would have changed anything; it took both to compile the
larger buffer in.

Raising the surplus restores the headroom, scoped to the one environment
that runs out. The value matches the one qiskit-aer settled on for the same
problem.

Reported upstream as Qiskit/qiskit#17213; remove this once that is fixed in
a release. The same workaround is on sbd-eigensolver-python, where CI is
green with it.

* Give the latest-version tests the same timeout as the development ones

With the static TLS failure out of the way the notebooks actually run, and
the notebook environment alone takes about 26 minutes. max-parallel is 4, so
four jobs share runners and the slower ones were cancelled at the 30-minute
wall mid-notebook, after the unit tests had already passed -- exactly the
failure the devel... (continued)
