Feature #3219 conda recipe (#3373)

* Per #3219, update conda recipe for 13.0.0-beta2 and remove plot_mode_field dependencies

Build METplus and MET from the v13.0.0-beta2 tags, using a separate tag
variable since conda versions cannot contain hyphens (13.0.0b2). Remove the
cairo and freetype host dependencies and the corresponding MET_CAIRO* and
MET_FREETYPE* build variables, which are no longer needed now that
plot_mode_field has been removed from MET.

* Per #3219, sync conda recipe with conda-forge metplus-feedstock

Bring in changes made in the feedstock since the recipe was last updated:
allow Python 3.10 and newer (skip py<310), add libpython, pin metview to
5.26.2, unpin numpy, run each MET tool with --help in the tests (adding
pair_stat and rmw_analysis), and set MET_BASE in the activation script.
Update conda_build_config.yaml to match the feedstock CI pins for local
builds: Python 3.14, macOS deployment target 11.0, and compiler versions.

Note that the recipe is only maintained on the develop branch, that copies
on main_vX.Y release branches are not kept up to date, and that the
conda-forge metplus-feedstock is the source of truth for official releases.
Include instructions for updating versions/hashes and building locally.
