Fixed HtmlTokenizer to track frameset documents

Browsers ignore most start tags once the <body> has been replaced by a
<frameset>, so HtmlTokenizer now tracks the frameset-ok flag and the
frameset insertion modes. Ignored start tags (e.g. the <noscript> in
<frameset><noscript><frame>) no longer switch the tokenizer state.

HtmlToHtml now drops the tags that browsers ignore in frameset
documents, and the HTML fuzzing oracle checks that HtmlTokenizer agrees
with AngleSharp about frameset documents.
