Add custom OTEL spans for geodiff and file operations, allow exclude tasks from tracing

- add mergin.otel.tracing helpers (traced, set_span_attributes, mark_span_failed);
  durations are measured also when OTel is disabled or trace is not sampled,
  GeodiffActionHistory timings are taken from them
- trace apply/construct diff, restore of versioned file, diff checkpoints,
  merging of upload chunks, gpkg validation and project version zip
- allow to exclude celery tasks from tracing with untraced=True task option,
  manual celery tracing span follows instrumentation naming (run/<task>)
- log trace id in qgis nginx access log and link it from Loki to Tempo
