chore: drop Python 3.10, add Python 3.14 (#2784)

- Python 3.10 is EOL. Require Python >= 3.11 and target 3.11 in ruff and mypy
- Add Python 3.14 to classifiers and CI matrix, run network tests on 3.14
- Bump safe-pysha3 to 1.0.7, allow it inside the 7 days exclude-newer window
- Use aiohttp.ClientTimeout in the async Etherscan, Blockscout and Sourcify clients
- Update locked dependencies, keep web3 on 7.16.0
