Projects and Apelles the design agent; Runners tab with ex-runner pairing (#319)

* Projects: design references per product, and Apelles the design agent

A Projects tab in the Agents hub keeps each product's reference screenshots, design notes, UI library and theme CSS. Apelles, the design agent, uses them to draw image mockups that follow the product's real UI. Replies in the thread tweak a mockup, with a before/after slider and one-click design notes.

Runs show the files an agent looked at, HTML attachments preview in place, and runs that need file tools only go to runners that have them.

* Stub the projects list in the composer's browser test

The composer's / picker now loads projects through react-query, and this suite renders without a QueryClientProvider.

* Runners: pair ex-runner from the browser, and a Runners tab in the Agents hub (#320)

ex-runner installs pair through /runner/connect and get revocable per-computer tokens; disconnecting, logging out, deactivation and password resets revoke them. The old desktop runner token is gone.

A Runners tab, off until an admin turns on "Runners in the app", lists each computer with its online status, ex-runner version and signed-in agent CLIs. In the desktop app it installs, connects, starts and stops ex-runner on this computer.

* Expect runnersInApp in the default workspace settings

The browser test for the settings fallback compares the whole default object; Runners in the app defaults to off.

* Split the MessageInput coverage browser suite in two

WebKit's page process gives out after about 36 composer mounts in one file, which reloads the test iframe and fails the file (main has been red on it). Same tests, two files.

* Resolve the /runners chunk in the agent route test

Covers App's lazy import of the Runners page, the one function the merged coverage gate was missing.
