* ci: release with release-please and drop CHANGELOG.md

Replace the Version Bump / Publish flow with release-please, copied from
pvtsutils: test.yml, publish.yml (branch master -> main) and
release-please-config.json, with a manifest starting at 2.0.0 (the
current npm version, tag v2.0.0).

Remove CHANGELOG.md, version-bump.yml, the CI workflow (replaced by
test.yml), the conventional-changelog devDependencies and the
CHANGELOG.md entry in .oxfmtrc.json. Point the README badge at
publish.yml and update the release section of CONTRIBUTING.md.

The copied workflows use double quotes, so .oxfmtrc.json gets a
temporary singleQuote override for .github/**; the ESM-only change
replaces the config with pvtsutils's.

The publishing workflow is still publish.yml with environment npm, so
the npm Trusted Publisher setting does not change.

* ci: rename test:coverage script to coverage for the Test workflow

* style: adopt the pvtsutils oxfmt config and reformat

Replace .oxfmtrc.json with pvtsutils's (double quotes, printWidth 200) instead of a singleQuote override for the copied workflows, and run npm run format once. No code changes.
