ci: release with release-please and drop CHANGELOG.md (#25)

Replace the Version Bump / Publish flow with release-please, copied from
pvtsutils: test.yml, publish.yml, release-please-config.json and a
manifest starting at 2.0.0 (the current npm version, tag v2.0.0).

Remove CHANGELOG.md, version-bump.yml, the conventional-changelog
devDependencies and the CHANGELOG.md entry in .oxfmtrc.json. Point the
README badge at publish.yml.

The publishing workflow is still publish.yml with environment npm, so the
npm Trusted Publisher setting does not change.
