feat(policies): Experimental feature flag on the Spaces endpoint (#3613)

* feat: add a migration for experimental features

* feat: add experimentalFeatures field to the Space entity

* feat:  return experimentalFeatures on GET and accept it on PATCH

* test: add e2e tests for experimentalFeatures on PATCH and GET

* refactor: extract some functions into a separate file; test: add faker, clean up tests

* test: add experimentalFeatures to Space row expectations

* refactor: change experimental feature enum to UPPER_SNAKE

* fix: hide unknown (dropped) experimental features when reading a Space

* fix: add a feature length verification

* test: replaced hardcoded value with faker

* refactor: rename `RECIPIENT_ALLOWLIST` to `POLICY_RECIPIENT_ALLOWLIST` to match the FF in the config
