fix: resolve relative IRIs against a base without its fragment (#3574)

The Turtle, TriG and N3 parsers resolve relative IRIs with join() in
notation3.py, which kept the fragment of the base. A fragment-only
reference was appended to the whole base, so with

    @base <http://example.org/doc#> .
    <#a> <http://example.org/p> "v" .

the subject became http://example.org/doc##a instead of
http://example.org/doc#a. Path references went wrong too when the base
fragment contained a slash.

RFC 3986 section 5.1 strips the fragment from a base URI before use, and
the resolution algorithm in section 5.2.2 never reads it. join() now
drops it first, which replaces a commented-out assertion that bases
contain no "#". The RDF/XML and JSON-LD parsers already resolve these
references correctly.
