Refuse a None name where the API's default name is a string (#1088)

* Refuse a None name where the API's default name is a string

Passing name=None to tf.boolean_mask or tf.linalg.matrix_transpose overrides their string default, and tracing then opens a name scope with neither a name nor a default name and raises. Code 17 now flags that None, written literally or forwarded from a parameter defaulting to it. The two APIs are the public TensorFlow 2.9.3 functions measured to raise this way (#1087).

* Key the None-name APIs by export path, and skip a rebound parameter

Matching by trailing name refused tf.ragged.boolean_mask, which accepts a None name. Match the measured export paths of tf.boolean_mask and tf.linalg.matrix_transpose instead. A parameter the body rebinds before forwarding it is no longer read as None. Pins a None default before another default, a keyword-only parameter, and the compat.v1 paths.
