refactor!: give each indexed message an infallible `tunnel_id` (#116)

Only handshake initiations lack a tunnel id, and callers already match
on the message type to route a `ReceivedMessage`: an initiation by its
peer's public key, everything else by tunnel id.
`ReceivedMessage::tunnel_id` returned an `Option` for that reason, which
left callers with an unreachable `None` case. `HandshakeResponse`,
`CookieReply` and `TransportData` now each have an infallible
`tunnel_id` instead.
