refactor(docker): migrate runtime to distroless static image

Optimize Docker image size and security by transitioning to a static
distroless base and statically linking the Go binary.

- Link SQLite and CGO dependencies statically via `-extldflags
'-static'`.
- Switch runtime from Ubuntu to `gcr.io/distroless/static`.
- Copy a standalone busybox `wget` for container health checks without a
 shell.
