Feature #3367 SonarQube duplicates (#3368)

* reconcile 3 versions of function_library.py and wrapper_combined.py so that the same scripts can be used for all 3 use cases

* consolidate scripts into common directory, update calls to scripts to new paths and include arguments to control detrend, and update docs to reference new paths to scripts

* update docs to reflect changes to scripts and fix typos

* TEMP: run s2s_mme use cases to test changes

* remove unused function and create variable to store literal repeated 4 times as identified by SQ

* Log warning when running a development version of METplus

If the version number in metplus/VERSION ends with -dev, log a warning
that a development version is being used. The warning is logged before
the EXIT_IF_WARN handler is added so it does not cause runs to exit.

* Reduce cognitive complexity in s2s_mme common scripts to resolve SonarQube issues

Extract shared helpers in function_library.py used by open_and_process_models
and _load_history_stack, and split wrapper_combined.py main into smaller
functions.

* Add warning to Installation chapter about cloning the develop branch

Cloning without specifying a branch or tag obtains a development version.
Recommend cloning a stable release tag and show how to do so.
