Put the NuGet cache and temporary files on the D drive on Windows

The workspace of a hosted Windows runner is on D:, but the NuGet cache
and the temporary folder are on C:, which is slower. With both moved to
D:, the Windows build took 37 s against about 92 s (nine runs against
seven, on a throwaway branch), and the whole Windows job about 400 s
against 500. The tests took the same time either way.

Tried in the same runs and left out: turning off Defender's real-time
scanning, which is already off on the hosted runners, and installing the
SDK on D:, which saved about 10 s of setup but needs .NET 8 installed
next to it for the tests, so the job took as long.
