feat(sessioncontext): add trusted native Detective owner protocol (#372)

Context-backed Detective work needs durable ownership and recovery after its private input pin is accepted. Add a trusted, unrouted Core owner protocol that binds actor, full session/native namespaces, operation identity, request digest and lifecycle generation before dispatch. Stop/resume cannot revive an old acceptance, and accepted actors can recover a sanitized status after content permission is revoked through a separate active-account gate.

Native completion comes from the injected authoritative owner lookup, preserving produced-but-unfinished results without evaluating again. Session completion and the metadata-only evidence outbox commit together; native CaseRunLink finalization remains with the existing native owner. Evidence delivery retains its receipt, and bounded repeatable scrubbing irreversibly hides session-side pins while leaving separately owned Case evidence untouched.

CheckFence is a cross-store observation, not a distributed atomic lock. Adapters must validate their own durable accepted operation/fence and current Case permission under their native transaction before source execution and finalization. No routes, capabilities or activation are added. Legacy Core acceptances without ownerProtocolVersion=1 fail closed; there is no automatic migration or redispatch.

Validation:
- Whole Core test suite passed with 100% statement coverage in every package before the final protocol-marker addition; the complete affected sessioncontext suite remains at 100% after that addition.
- Focused vet passed.
- Actual OVDB SQLite conformance passed restart recovery, injected settlement rollback, durable fencing and scrub/replay denial.
- Firestore transaction-owner fixture added; skipped because FIRESTORE_EMULATOR_HOST is unavailable. This is not hosted conformance evidence. Consumer adapters and cross-store adversarial race probes remain required before activation.
