chore: add Makefile and streamline CI to use make commands (#183)

## Summary

Adds a project-level `Makefile` to standardize build, test, lint, and
Docker targets, and updates the GitHub Actions CI workflow to use `make
build` / `make test-ci` for consistency between local development and
CI.

### Makefile targets
- `make build` — cgo build with SQLite + FTS5 + Spatialite tags
- `make build-static` — non-cgo build (FTS5-only, no Spatialite)
- `make test` — all tests with coverage
- `make test-ci` — tests with JUnit XML + gotestsum for CI
- `make run` — runs the API server on port 8080
- `make lint` — tries `golangci-lint`, falls back to `go vet` (handles
Go 1.27.2 export-data incompatibility)
- `make docker` / `docker-build` / `docker-run` / `docker-push` — Docker
targets
- `make clean` / `make help`

### CI changes (`.github/workflows/build.yml`)
- Replaced inline `CGO_ENABLED=1 go build` and raw `gotestsum` commands
with `make build` / `make test-ci`
- Kept `golangci/golangci-lint-action@v9` for linting
- Two test phases preserved: FTS5-only fallback (before Spatialite) and
Spatialite-on (after install)

Coverage Stats

90 of 146 new or added lines in 8 files covered. (61.64%)

103 existing lines in 8 files now uncovered.
