Integrate aggregate monitoring and live dashboard status (#221)

* Integrate bulk monitoring reads and live dashboard status

* Reuse monitoring readers and acquisition parsing; follow code conventions

* Read native acquisition timestamps in bulk monitoring

* Expose definition-removal cancellations in monitoring and prevent dashboard schedule reactivation

* Read recurring monitoring queues from current definitions

* Check missing recurring queues through monitoring configuration

* Set up dashboard acquisition fixtures through definition registration and submission

* Delegate dashboard definition controls to storage by name

* Forward monitoring configuration in the replica enqueue fixture

* Refine definition monitoring and remove explicit batch deletion

* Refine job details and add concurrency sample jobs

* Restore persisted cron schedules with definitions during single-server recovery

* Wait for definition status joins and remove redundant snapshot read

* Expose live fixed and sliding window acquisition counts

* Use JobMonitor directly and move its API documentation
