fix(Req in Relatonships spec): Correct default logic

Fix ensures that
* if Req: is not specified at the Relationship level, the default of
False is applied, which will propagate correctly to the Ends level,
whens an Ends pair doesn't specify Req: either.
* if Req: is specified at the Relationship level, that becomes the
default at the Ends: level, but an End pair with a Req: specified
overrides.

The fix also explicitly set the 'is_required' attribute on all
Edge objects; it should now be either True or False, and never None.
