chore(test): add unit tests for TrainingRuntime and ClusterTrainingRuntime update validation (#4165)

Add table-driven unit tests for ValidateUpdate and ValidateDelete in trainingruntime_webhook_test.go and clustertrainingruntime_webhook_test.go. Compare exact field.ErrorList aggregate errors using cmp.Diff, drop wantError: false from valid cases, and verify that updating from an invalid old object succeeds.
