Update runner-images used in branch-protection CI (#17003)

* Update runner-images used in branch-protection CI

The `ubuntu-26.04` image became generally available on 2026-09-17[^1],
while `macos-26` was back on 2026-02-26[^2]. `ubuntu-latest` will be
transitioning from `ubuntu-24.04` in the next few months.

To avoid potential instability, this also pins the versions of the
images used in CI to particular major versions of the images, rather
than allowing the flexible `*-latest` variants. The Windows image is
unchanged; `windows-latest` is currently an alias to `windows-2025`.

* Update `graphviz` installation steps for Ubuntu 26.04

Ubuntu 26.04 (resolute) bumped the version of Graphviz from 2.4.2
(released April 2020) to 14.1.2 (released January 2026). At some point,
the packaging swapped to a plugin architecture, and the `neato` plugin
does not appear to be installed by default in Ubuntu 26.04 any more.

The `pandoc` installation is dropped from the docs dependencies; it
should have become obsolete with the removal of tutorials from the
documentation build, a long time ago.

* Update visualisation reference images

* Preload Aer's `libgomp`

As explained in the code comment, I don't fully understand _why_ this
suddenly fails to load, but I'd prefer to get onto the `ubuntu-26.04`
image as soon as possible (before the 2026-10-19 auto-switch date)
without losing coverage that Aer provided.

We can figure out what the root cause of this new error is later; it may
require changes in Aer, or a larger re-working of the import order in
Qiskit.

* Use `apt-get` in place of `apt`

* Update tools/install_ubuntu_graphviz.sh
