Let a manual Build run set the package version

GitVersion only works with three-part versions, so it cannot make
1.5.6.1, a second release on the same DuckDB version: it ignores such a
tag and works out 1.5.6 again. The Build workflow now takes an optional
version when it is run by hand. It reaches MSBuild as ReleaseVersion,
which turns off GitVersion's version properties and sets Version, so
the packages and the assembly, file and informational versions of the
DLLs all carry it. A run without the input builds as before.
