feat(parameter-editor): toggle upload selections from header

Make the Upload header clear all eligible checkboxes on the first click and
select them on the next. Keep read-only and disconnected rows unselected,
and apply the current selection when additional rows render in batches.

Add coverage for repeated toggles, restricted rows, and batched rendering.
