Fix Read the Docs builds by installing dependencies with pip (#3803)

The Read the Docs install job runs `make install-docs`, which requires the `uv` executable (since #3654). uv is not available in the Read the Docs build environment, so every build fails with `make: uv: No such file or directory`. Install the project and the docs requirements with pip instead, and call Sphinx directly. The Makefile is untouched, so local development keeps using uv.
