ci: release with release-please and drop CHANGELOG.md (#31)

Replace the Version Bump / Release flow with release-please, copied from
pvtsutils: test.yml, publish.yml, release-please-config.json and a
manifest starting at 1.2.0 (the current npm version, tag v1.2.0).

Remove CHANGELOG.md, version-bump.yml, release.yml, the verify composite
action, the conventional-changelog devDependencies and the CHANGELOG.md
entry in .oxfmtrc.json. Point the README badge at publish.yml and update
the release section of CONTRIBUTING.md.

The publishing workflow is now publish.yml, so the npm Trusted Publisher
setting must be switched from release.yml to publish.yml (environment npm).
