[JCN-563-migrate-reusable-workflows] - Migrate GitHub Actions to org reusable workflows

- Use org reusable workflows for build, coverage and npm publish
- Rename test-ci to coverage-ci
- Declare engines node >=18
- Stop committing package-lock.json
- Remove postpublish Slack hook, now sent by the reusable publish workflow
- Bump eslint-config-airbnb-base to ^15 and fix lint errors
- Update typescript to ^5.9.3 to fix build-types
- Stub bwip-js in the unsupported characters barcode test
