Google Play release on tag (#30)

A vN.N.N tag now also builds a signed Android App Bundle and uploads it to
Google Play with fastlane; the PLAY_TRACK repository variable picks the
track (internal for now). Pull requests upload a build to the internal
track alongside the TestFlight build.

- build.gradle takes versionCode/versionName and the upload keystore from
  the environment (fastlane sets them). Assignments, not
  `versionCode (…).toInteger()`, which Groovy parsed as a method call and
  failed with "Value is null".
- versionCode is minutes since the epoch, so every upload outranks the last.
- Play release notes reuse the App Store notes, cut to Play's 500 characters.
- The screenshot generator renders the Play phone set (1080x2160, Chromium).
- VERSION is 0.0.10, the next release.
