Pull #555

github

docs: one parcel per replaced scene gives the exact limit

The size limit only credits back the deployed scenes the parcels overlap,
so clients with large scenes can send one parcel of each replaced scene
(or one of their own when none is replaced) and stay under the request
header limit. Cover that a sampled list matches the full one.
