Write umbrella references relative to each application

mix gettext.extract compiles each application of an umbrella from its own
directory, so the references it writes are relative to the application
(lib/app_one.ex:7). mix gettext.generate read every application's BEAM
files from the umbrella root and wrote apps/app_one/lib/app_one.ex:7
instead. Read each application from its own directory so that both tasks
produce the same POT files.
